Foam Tape Removal

I have a scuff gaurd on my back bumper held on with foam tape. Does anyone know what will help to get the tape off? When I pulled it off half the foam tape stayed on the bumper and half stayed on the gaurd. I don't want it on there anymore.

Its been a 2-step process. The first is the mechanical using an "eraser wheel" from a body shop supplier or a plastic scraper tool from the same. Then, the second step is to use an adhesive remover chemical to clean off the residue left.

3M and Norton brands are what I've had decent luck with.
