Problem solved, rebuilt the carb and the primary float bowl was stuck. It Idles way better but the float level still seems to be pretty high. The secondary was fine the the float level is normal. I tried adjusting the float level and idle mixture screw but nothing happens.
According to Holley. If you turn your idle mixture screws in all the way and the engine still idles then it may be a blown power valve. Without knowing the history of this sometimes the float adjustment may take a couple of go's.
If the float was stuck, your freed it, and you're having problems adjusting the float level, you probably have a damaged needle/seat unit. Fix that first, then move the the idle screws. Factory adjustment is 1 1/2 turn out from fully closed.
