1981 Camaro, the fiberglass inner portion of the bumper has two bolt holes right behind the upper grill. Can anyone tell me what goes in the holes?

That's where the mounting screws for the upper grill screw into. New oval pushnuts are available. There are 3 more that go into the steel bumper as well for the lower grill hardware.

Welcome to the family by the way. This website is full knowledge that you cannot put a price on.

Ok thanks, I have an all original car with bumper cover and grill. my grill lines up with the tabs on the bumper cover itself using the slip on nuts. The two in the fiberglass part are right behind them but off about an inch on each side. Also where am I able to get the oval inserts?

I have the assembly manual for an 81. Of the two holes you are talking about pretty certain the one on the left is for the grill the one on the right is for the small bracket that attaches to the hood release bracket. I have a feeling most people never put this bracket back once it is removed. The bracket seems to help "push" the bumper cover up so that it aligns better with the hood. Here is a pic of the assembly manual showing how it is attached, the bracket is item #1.
