I peeled the car cover off the car last friday only to find this on the roof of my 73 Z28... I know it was painted last year before I bought it, not the best paint job, resell red I suppose. This is the only place it "fractured" for lack of a better word. It did get down to -15 below zero..... anyone seen this before?

    Paint Peel

It almost looks as if the paint never adhered to the surface due to the lack of preparation.

Exactly.... the car was painted red, before that seller said it was orange when he got it, I see yellow below that and then primer.... weirdest thing I have ever seen!! Not the whole roof, about a 2'x2' section......

I feel for you. Here in Australia I've seen similar damage due to excessive heat. None quite as bad as yours. Rapid or excessive temperature change and poor preparation before painting combine to cause the damage. I had a windscreen shatter for the same reason.
The metal and its coating will contract or expand at different rates -particularly if the skim coat is as generous as it looks in the picture and if it hasn't bonded correctly with the metal - could be it wasn't dried well enough before skim coat or done on a day of high humidity.
Take it to your local body shop - you may get away with just redoing the roof. Find a warmer spot to keep your invetsment safe.
