Okay, here is the solution to my shifting problem. I hate it when people start a thread and don't follow up with what the fix turned out to be. The source of the problem turned out to be my vacuum modulator canister (valve). I pulled the governor, cleaned it up , made sure the weights were working: I didn't think that was the cause.

I went to the parts store and ordered a new modulator valve ($13.00 summit price, $45.00 parts store price: welcome to Canada). I did the install but couldn't get to road test the car for a few weeks because of weather. Finally I got it out and everything worked fine.

The trans shop told me beyond a shadow of a doubt when they tested my old modulator that in fact it was 'not the problem' Shows what they know, ain't dealin with them no more.
