You could break it in with a carb, then go with the TPI. You wouldn't regret that TPI! (At least to 3000 RPM)

are the ports from the tpi going to match up to the 400 head ports? because i have to use 400 heads because they have the steamholes.

I don't think the ports are all that different.
You can drill the steam holes on other heads. It's really not all that difficult.

Hey, are vortec heads smog legal? I was thinkin about running a vortec on the camaro, but I dont think there is an intake manifold for the vortecs that has an EGR valve on it.

No Ceth they would not be legal. They do no allow exhaust gases to flow through the manifold and heat it up, that's part of the EFE system. Any change in engine configuration must be approved by C.A.R.B. The heads would be readily spotted by the smog tech due to the missing center bolts and the EGR tube from the exhaust, so we wouldn't be able to sneak it through either.

Don't forget the GMPP one for about $300. It seems to be the complete manifold. Not sure if this is what you're looking for: http://www.sdpc2000.com/catalog/737/products/8154/TBI-Vortec-SB-Chevrolet-Intake.htm

How about if I put that intake on there, it has EGR. SOmeone told me I would have to plump the EgR myslelf though from the exhaust, because the heads dont have provisions for EGR. And would I really need a CARB number if these heads came stock in chevy cars?
