    I have a problem with my 1979 Camaro base and 1980 Z28.
The upper control arm bushings on the 79 are the same front and rear and when I get new ones they are two different sizes. One will fit and the other is to large.
Almost the same thing on my 80 Z but one of the new bushings will fit but the other is way to small.
On the 79 the front and rear holes are the same size and on the 80 front and rear hole are the same size. Every replacement set I get have 2 different sizes

that is very possible a late built 79 may have 80 control arms on it, GM changed one of the bushings for 80-81 and they are hard to get been out of production for a few years.
79 was the highest production model year for second gens and they were running out of parts so they used some parts that were made for the following year, I've had a few customers with this problem.

I thought the front and rear were always different sizes, I know they were on my 79. I wonder if you arms aren't original and maybe a different year or car?

If it were me I'd be measuring and checking the specs of replacement bushes.

the breakdown for Camaros is 70-72, 73-79, 80-81. 80-81 have the same OD bushings front and rear BUT they are different in length and shoulder design.

OK after LOOKING I think the the ones off my 1980 are the stock arms but can't find 1980 at local parts store but they do have 1981.

The ones off my 1979 are looking to be off of a 1970-73 fwd and aft bushings are same size with a 1.315 dia.
    My head hurts

Not trying to be a jerk but I gave you all the break down years and you jumbled it all up.
For CAMAROS is as follows with MOOG part#s:
    70-72 K6108
    73-79 K6144
    80-81 K6206

    For FIREBIRDS is as follows:
    70-73 K6108
    74-79 K6144
    80-81 K6206

Now if you auto part store has them for 80 they should be correct for your 81 as well HOWEVER I have seen suppliers be confused and assume things.
And if your local auto part store has them broken down as you listed them they are wrong. And 80-81 bushing sets are typically not available.

NOW, if you have 70-72 upper arms that is great news because bushings are available ask for part number K6108
