Those drains are likely plugged with gunk. Grab a coat hanger or something else you can use to poke up through them.
Those work surprisingly well, and assortments are cheap on Amazon.
I dropped my use of them this year as well over a customer service/lied about shipping issue.
If it was a foreign or modern car, you'd have a fortune of 10mm sockets!

Not seeing where you actually tested the battery. Lights take far less voltage to run vs starting does.
You can find the holes by pushing a pick/bolt/screwdriver through them from the outside of the firewall.
Floorplans are different once they introduced the catalytic converters. So doubtful it'd be anywhere close to a decent fit.
