I had this same problem. The choke linkage next to the choke plate was binding. I bought a Holley carb spacer to go between the carb and air cleaner base, and this fixed it, so I would look there.

The difference may be with how the inner fender wells attach to the mounts by the 2 brackets, if yours mounts like a 70-73 I don't see why they wouldn't work. I replaced the ones on my 72 if you have any questions. If you look in the parts catalogs they may show this like #40 on the attached pic.
