If screwing in the mixture screw all the way doesn't make a difference then I think you have a problem with the screw or the circuit.
Turn the idle mixture screws in one at a time until you hear a drop in rpm and then back it out 1/4 turn. Then do the other one. Then go back...
That gasket does not look brand new to me. How was the float when you took it out? You need to clean or change the needle valve and seat also....
Well if all the electrical checks out then I would lean towards the carb and a float problem. The needle valve may not be regulating the fuel...

check the distributor cap for cracks.
Could be a bunch of things but my first guess is its electrical. Pull all the plugs. They should be a tan color but if one or more are black...
