It’s the overlay that NPD sells.

My experience with the overlay is that it’s not that close to original. Maybe if you are replacing all of it you won’t notice. Here are 2 shifter plates ....one original and the darker one is the repop.

That cluster is 70/71 Z28 only....396 cars had 7K Tachs. I have one that I am going to list here for $550 and see how it goes.
