Yep, that's happened many times, develop with EFI, then toss on a carb on the same intake/combo and pick up points and get the $$. Last was a G3 Hemi, now working on 3 intakes for EMC 2020 (if it happens)

Here's a question, how much TQ & HP did the NASCAR cup engines gain when they went EFI ?? Same combo and same approved intake.

From our most reliable source of info..Wikipedia...

Overdrive transmission technology IMO is the biggest contributor to fuel Mileage

    “Fuel Injection In NASCAR”

“ Fuel injection allows a precise amount of fuel to suit the amount of air flowing through the engine; making it more efficient.[4][5][6] Fuel injection is also used to regulate the horsepower rating of the stock cars; making the sport safer, providing for more fuel efficient vehicles, in addition to cleaning the environment for the spectators in and out of the race.[4][5][6] There are more than 150 different adjustments that Sprint Cup Series crew chiefs can make with fuel injection; as opposed to 24 different adjustments with a carburetor.[15] Engineers and mechanics that are employed in NASCAR will develop methods to keep the top speed of the vehicles at less than 200 miles per hour or 320 kilometres per hour on the longest tracks of the circuit like Talladega Superspeedway and Daytona International Speedway.[4][5][6]

So, other than Googling and "cut & pasting" from Wiki whatever, you don't have an answer do you.....,

Well, the initial gains going to FI was -11 in both areas.

I guess you think info just magically pops into your head...it called "sources". We could always say "How do you know"?
