80 steering shaft bolt size

It's a special bolt with a button type head, and fine thread. Best guess is 3/8" fine. This bolt also has a square under the head like a carriage bolt. I think you're going to need a direct replacement for that. Junkyard should have one in just about any 70's GM car.

I have the lower in it’s the upper that I’m missing. I’m going to say that picture is it. I can’t tell they’re any threads in the actual arm. I would think for that a normal nut and bolt would work.
