Brake rotor stuck

I'm sure you've fully collapsed piston(s) on the caliper. Also could be a mounting hardware issue, not allowing the caliper to locate properly.

If the old caliper works with new pads.... There's something odd about the new caliper.

Did the new caliper (with new pads) slide over the rotor during assembly without problems?

Odd situation. How did you manage to get the new pads/caliper onto the rotor when it's so tight the rotor won't turn? Or is it a matter that once installed and you apply pressure to the brakes, the caliper won't release?

If it's a matter of not releasing, you might have to run some sandpaper on the areas where the metal slides (been some years since I've dived into one of those)

If you open the bleeder screw, does that free it up? If so, then check that brake hose.
