California DMV issues Personal plates.

Another head scratcher. I've been trying to order personal plates for over a month. All my configurations are all available, all are no issues with not being out of line with dmv plate rules. Every time I get to the last step of payment and it gets kicked out of the process and emptied from the buy basket. I've tried different plate ideas, all kicked out during final step of payment. Were talking simple plate wording about a car year and model we all see at every car show I attend like 71Z28, 72GTO etc.

So I call dmv asking for help ordering over the phone and explanation why I can't order for website...

The DMV answer....

The plate you want is for state exempt vehicles only like police, fire etc! So she said my 71454 and 4 others I had as backups were all rejected for police cars only! WTF???

I really tried not to use any forms of "Z28" in the plate because my Camaro is not a real Z28. I try not to pass my 71 as authentic but I see lots of clones using Z28 wording in plates....do you guys feel it's a real no no to do so if I were to use one idea that's available?
