Selling on eBay, is this $7.99 worth it or is it like buying an extended insurance policy?

$7.99 for what? The promoted ad fee? You can adjust the ad rate if you want to get promoted but not pay for the top tier promotion.

I have done it a few times with items I sell and I don't use it anymore but I sell specific electronic items.
