If a 1970 Camaro was not a Z28 would it have the 2 holes in the floor panel that secure the floor mount for the gas pedal. Were the 2 holes present with any Camaro and then the holes were plugged if not a Z28 option?

I believe a non-Z28 only had dimples in the sheet metal to locate the holes for the floor mounted pedal bracket.
No plugs... They were only drilled to mount the Z28 pedal bracket.

It's not just the pedal and bracket which were unique to the 70 Z28s... IIRC, the throttle rod was also Z28 specific to function properly with that pedal design.

Thanks you for both responses. In my case I do have the correct upper throttle part for a Z28 and the holes in the floor. I suspect that the previous owner put in a new carpet and was too lazy to install the floor bracket and pedal. Most everything points to my car being a real Z28 but without paperwork I can't really be sure.
