Charging an impact fee where there is no impact is the same thing.
You're correct to a degree. Its just a diverse language, aka taxes. I was told sales tax on a car is 6.8%. If that was the case, the tax on my vehicle would have been $1190. If that was the case, I would have sold both Hondas (of course keep the H/D) and bought a couple poop boxes.
The Vehicles impact the Road!
Not any more than any other vehicle in Florida. No need for a one time special fee just because you move there. Or is this known as the immigration fee...
You already pay license fees and gas taxes that are supposed to pay for the roads.
Maryland charges an "excise tax" on vehicles you already own when you move here. But my property taxes are low and there are no property taxes on vehicles.
Everyone gets hit with the Impact Fee at least once whether you were born here or moved here (like me a fellow Upstate NY'r) I've paid the Impact Fee 4 Times for my 4 Tags.
Our Yearly Registration Fees are pretty low. Also Gas Taxes (so the Gov tells us) don't cover nearly as much as they used to as Hybrids aren't paying in like us Gas-Guzzlers!
Some have a hard time believing this impact fee but it is true - shocked the hell out of me!

As far as gas taxes - Florida has one of the highest gas taxes (#11 at $.3602 per gallon) in the country - plus they have toll roads. The map below only shows it to be $.354 per gallon, but the updated map was three times the size...
The reason for the increase for Florida? The gas tax is tied to the CPI - guaranteed increases in the gas tax.
Not moving to Florida? Man, you must LOVE the cold weather.
Just drove to/back to SC, through Georgia. Gas here (about a 1/4 mile from my home) is $2.85. Georgia and SC were basically the same. Yes, portions of Florida does have toll roads...so does NY, NJ and so on.
I drove to upstate NY about 2 months ago. Took I-95. No tolls in Florida, Georgia, SC/NC, Virginia but some $8 toll for a bridge (?) in Maryland. Funny, I didn't see the bridge. Then in Baltimore, the Chesapeake Bay Tunnel, next the Delaware Bridge, next NJ turnpike and last the New York State Thruway.
