You were correct, i used a wire and grounded from the tan wire in the trunk and the needle went to empty. I take it now i have to see if it's a wire, or the sender is bad at the tank. Thanks for the help. Test light is not good for grounding in this situation.Yes, ground it under the dash. (That will eliminate any problem with the wire from the dash to the trunk if the gauge goes to empty.)
There is a small amount of current through that circuit so the light will glow.
You are adding the resistance of the bulb but that shouldn't be much.
I would try to ground it directly, without the test light/probe.

Make sure the float portion of it moves free and easy.
Way better to find out if there's a defect before you install it and mount the tank again.
