What the heck is it?

The screws on the side tell me it's meant to hold something else in the cylindrical end.
(Smooth round cylinder inside.)
The flats on the pieces on the threaded part tells me it's meant to be tightened or loosened up or down the threads with an open end wrench.

I'm guessing it's not a tool. Some sort of extender for a shaft with a roller or grinding wheel of some sort. Be a slow speed deal.

I agree with Tom. It appears to be some type of a arbor for mounting a grinding wheel.

That's what it looks like to me. It resembles the door seals we use at work on rail cars but you have to cut those off. they don't unbolt.

You don't show the end on the part with the screws. Does it have a hole drilled that will fit a shaft on a motor? I have an arbor on a old dryer motor that holds a grinding wheel. I think it looks almost identical.
