I replaced mine in my 79. Made a big difference, and yes...the switch was shot.
A common issue is the carpet underlay will accumulate under the dimmer switch push button and then you can't press it down to switch from HB to LB. If the wires are corroded it will also affect blinkers.
Best bang for your buck: go to www.ClassicCarWiring.com and order their 1981 Camaro color coded wiring diagram. Best money you'll spend.
