I must be stupid. My f60-15 wont come close to going in the trunk far enough for the bolt. What am I doing wrong? Tire goes face up or face down?

It needs to be in there face down and it should fit. I have one in my trunk, and the bolt fits it that way.

It is the stock wheel, right? If so, it does fit like Gary S says...

Do you have aftermarket speakers mounted in the package tray?

Yes stock tire and wheel and small 6x9 speaker. Problem is I am hitting the inner wheel well AND the seatback frame and still not near centered over the hook. Looks like I need 8 more inches for the bolt to come up through the wheel center.

You have the incorrect J hook -I had the same issue. The correct J hook is bent; as you have noted, the mount for the hook is not below the wheel center. I scratched my head a few times until I got the correct J hook - problem solved.

Yup. The wheel is not centered over the hold down point...it uses a curved bolt.

Here's proof positive that it can be done.
