TCS switch works backwards

I'm trying to get the TCS vacuum solenoid and transmission TCS switch to work on my 1970 Z28. Vacuum from the solenoid to the distributor is controlled with the TCS switch in the Muncie 4-speed. The switch should be closed in neutral which actuates the solenoid and shuts off the vacuum, and should be open in 3rd and 4th which allows vacuum. Mine does the opposite. Looking inside the transmission where the switch goes, I see what looks like a square shaft and no way to adjust it. Does anyone know how it works? I'll attach a picture of it in neutral. In neutral the corner of the shaft is pressing on and opening the switch which in turn un-grounds the solenoid and allows vacuum to the distributor which is wrong. I hope someone out there has messed with one of these. I'm lost.

Do you have the TCS temperature sensor in the passenger side head? This plays a part in how the system functions.

No I do not. However, all the temp switch is for is to turn the (always on) TCS relay off when the coolant temp is either too cold or too hot which allows it to have vacuum advance. The TCS switch in the transmission is wired directly to the solenoid and is supposed to control the ground to turn it on or off. I think my problem has to do with the 3-4 shift shaft where it pushes on the switch.
