Testing a dwelle meter

I always thought it odd that the old school dwelle meter I have, has a small handwritten note on the front that says "zero the needle then 24 1/2 degrees equals 30 degrees".
The zero the needle I understand but is a dwelle meter capable of measuring incorrectly? Or maybe previous owner used to on a 6 cyl and had to mentally convert the reading? I wonder how to validate a meter reading - my car seems to run the same when points are set to 30 or 24 1/2.

Might get new points, set them as exact as you can with the feeler gauge, then try the dwell and see what it reads. I wonder if they had a dual point setup? Not sure how that would read or if it could be used. Dwell affects ignition timing too so check that after any points adjustment.
