So I have seen a few cars for sale that say “no expenses spared”, but I look at the part list of the build and say to my self really? I have a different thought on the meaning I guess, but what does it mean to you?

It’s just one of those vague statements that really means nothing. Sellers use it to try and say the budget got out of hand and they spent more than they intended.

The parts list includes "Natural Flavors" and "No animals were harmed during the restoration of this vehicle".

It's meaningless "sales fluff" to make you think the "best" parts were used and you would be getting the best car for the money.
Unless you see the parts list and pictures of those actual parts on the vehicle, it's a worthless line in the ad.

What it means to me is it is no longer a usable car.. just jewelry sitting in the garage. Unless it purpose built.. like a race car. Then it becomes a fast car that you will be scared to push the limits on track.
Either way, I can't afford it, so moot point.

To me it went over budget. Or, they used nothing but the best parts available. It's not quite as over used as "A real head turner".

It means "I thought the car was an investment and that I'd make money... now I realize all I did was spend money. "

It means they cut corners whenever possible and used inferior parts as much as possible.

It means I made bad decisions and just threw money at this thing without doing my homework.
It could also mean I can't do anything myself so I paid other people to do everything and got burnt.

Their builder told them they used all the best parts so they could charge them the most money for the project.
