Cowl vent question

I am curious if the cowl vent on the passenger side is normally in the down (open) position or closed shut? My car is an original AC car that had the AC removed years ago my dad and I. The heater has continued to work although I am now getting a constant hot air blowing from under the dash. Trying to track it down.

normally in the down position . in the up or closed position is " recirculate " or max AC mode while the A/C is on and vacuum is required ..
