not sure if this is the way to do the timing nowadays but back in the 70's & 80's when i was drag racing we would have the engine running at 4k rpm in neutral then advance the distributor until it started to pop/misfire . once it started to break up we retarded the timing just a tad we then lock the distributor down and go racing !!

Sounds like you need to tighten the secondary spring rather than loosening it. Shouldn't be any hesitation. Most times when there is a bog or hesitation, this is the problem.
