A BBC and boost can be a monster very easily. Without even trying, mine was well over 2000 HP, closer to 2400 HP.
Best band for the buck would be a basic SBC which has every part known to man sitting on 1000 shelf's across the country.
Quality block, rotating assembly and twins will make 1000 in a heartbeat.
Start throwing trick heads on and who knows what it could make.
A guy I raced with has a 400 SBC and it makes close to 3000 HP if not more by now.

If you're strictly looking at the best approach from a performance potential and cost effectiveness stand point then the LS is probably the best. However, project cars are not engineering exercises so don't discount the emotional side. You can meet your performance goals with any of the those engines so you should go with whichever gets you most excited.

Personally, something about the whole LS movement rubs me the wrong way (creeping curmudgeonism, I suspect) which is why I have a big block in my road race car. I know that's possibly the worst choice from an engineering standpoint but it's hard to beat from a coolness factor.

Also don't forget that when approaching even modest levels, around the 400hp range, you're going to need drive train and suspension upgrades. It all comes down to the cubic dollar.

The reason I like the Ls is I just finished building one for my 99 camaro. I also want fuel injection and Ls comes stock that way. That being said I have an Ls and thought doing something different would be fun like a BBC. The 383 well I have a 350 in the car now but everybody does sbc. As far as building it I don't plan on having it done very quick I am 25 and would like to start with something and keep building on.

Here's a +30 427 the kid runs. Stock block, school bus crank, home-made blow thru Demon carb, truck Garrett turbo 7.5:1. Good heads (AFR). TH400, 355 gear.He pretty much cobbled it together with mostly used stuff and has been pounding on it for 3 years. He drives it on the street. Car weighs 3700#, all steel, even the hood. 25.3 sert to 6.50. Best to date I think was 8.63 @ 160. If that ain't 1000 HP, he's beatin on the door. These vids aren't good, but it'll give you an idea. My opinion? BBC, and I have a 383 and an LS motor.
