holley flooding

ive got a holley 4160 and it is flooding awfull, ive never seen a carb flood this bad, I bought a trick kit and rebuilt it and i put smaller jets and everything but i can't seem to get it to quit flooding. i checked and the floats are working fine. any suggestions are appreciated

i cleaned it and it done the same thing, but i looked at the parts diagram for my carb rebuild kit and it showd that it was suppossed to have a small ball in it and mine didn't, is mine a different model, or is it suppossed to have it. the kit is for a 4160 but had a-lot of extra parts when i was finished.

the fuel pressure is fine, i am using my truck as a tester so i can tune on the carb and not worry about getting gas everywhere on my new paint on the car it's going on. i can put the edelbrock performer 600 on and it runs fine. i got one of the old holleys i had laying around and i was gonna try it. the number on it is a 1550.

I had this problem and come to find out the power valve wasn't tight. This could be your problem or you could have a small hole in it.

You checked the floats, but did you check the float levels? Does fuel come out of the side float screw when you remove it? (shouldn't) What number power valve are you running, and is it the right PV for your engine combo? Did your engine cough up the carb at all? (blows power valves). What is your fuel pressure at? What are you using for a fuel pump? Is your float valve operating correctly (no burrs, no scratches, no chips, no sediment?)
